In general Public Goods are available to everyone and people cannot easily be prevented from using them. Examples include clean air and the protection of the Military. In addition, using a Public Good does not hinder, or diminish, another's access to that good.
Public Goods can have the problem of the Free Rider - a person who receives the benefit of a good but avoids paying for it.
Private Goods, on the other hand, can be charged for.
